The Final Report of the Digital Libraries Applications Projects  conducted in 2006 delineates the state of the art of digital libraries created by cultural institutions in Italy, in particular concerning the standards and good practises employed. The results of the first users survey have been analysed. 

Based on the results obtained in 2006, the obstacles to accessing digital libraries in the present organisation have been identified in the lack of coordination of digital library projects and other obstacles of a strictly socio-legal nature.

Several concrete proposals for realising the Digital Libraries Access Project are divided into three focussed lines: 

• the users community in the humanities area
• the access functionalities required by users from the humanities
• the legal-economic models that can facilitate the functionalities required by users.
